VerpackG (Verpackungsgesetz) is Germany's packaging law, in force since January 1, 2019, which requires any company that places packaging on the German market for the first time to participate in a dual collection and recycling system and register with the central LUCID Packaging Register.
For marketplace sellers, this means that if you ship any product to a consumer in Germany — whether you are based in Germany, elsewhere in the EU, or outside the EU entirely — you must comply with VerpackG. This applies to sellers on Amazon.de, Kaufland.de, Otto.de, Zalando.de, eBay.de, and any other marketplace serving German consumers.
The law's purpose is to ensure that companies bear the financial responsibility for collecting, sorting, and recycling the packaging waste their products generate. Germany has some of the highest recycling targets in the EU, and enforcement through the LUCID register and marketplace verification has been increasingly strict since 2022.
Any company that ships products to consumers in Germany — including non-German sellers on Amazon.de, Kaufland, eBay.de, Otto, or Zalando — must comply with VerpackG.

Every company that places packaging on the German market must register with the LUCID Packaging Register (verpackungsregister.org) operated by the Zentrale Stelle Verpackungsregister (ZSVR). Registration is free and results in a LUCID registration number that must be displayed on marketplace seller profiles.
After LUCID registration, you must contract with a licensed dual system (recycling scheme) to participate in the collection and recycling of your packaging. Compare prices across providers — costs depend on packaging material types and quantities. You cannot sell in Germany without an active dual system contract.
Your dual system contract must reference your LUCID registration number. The dual system reports your participation back to LUCID, creating a verified link. Both registrations must match — discrepancies can result in sales bans.
When signing your dual system contract, provide an estimate of packaging quantities by material type (paper/cardboard, plastic, glass, metal, etc.) and weight in kilograms. These estimates determine your fees. Under-reporting is penalized; over-reporting means paying more than necessary.
If you place more than 80,000 kg of glass, 50,000 kg of paper/cardboard/composites, or 30,000 kg of other materials on the German market annually, you must have a registered auditor verify your packaging data and submit a "declaration of completeness" (Vollstandigkeitserklarung) to LUCID.
German marketplaces — particularly Amazon.de and Kaufland.de — require sellers to provide their LUCID registration number. Amazon Germany verifies this number against the LUCID register and may restrict selling privileges for non-compliant sellers.
At the end of each year, reconcile your actual packaging volumes against your initial estimate and file a final report with your dual system. Any difference results in an adjustment payment. Also update your data submission in the LUCID register to reflect actual volumes.
